Stir in mustard and lemon zest and season with salt and pepper to taste; set aside.<\/p>\n<p>Heat remaining 1 tablespoon oil in large saucepan over medium heat until shimmering. Add sliced fennel and onion and cook until softened and lightly browned, 5 to 7 minutes. Stir in garlic and thyme and cook until fragrant, about 30 seconds. Stir in wine, scraping up any browned bits, and cook until mostly evaporated, about 1 minute.<\/p>\n<p>Stir in broth, water, half of potatoes, and half of cauliflower. Bring to \u00adsimmer, partially cover, and cook until vegetables are tender, 8 to 12 minutes. Process potato-cauliflower mixture in blender until smooth, about 2 \u00adminutes, scraping down sides of blender jar as needed. Return mixture to now-empty saucepan and stir in remaining potatoes.<\/p>\n<p>Bring to simmer over medium heat, partially cover, and cook, stirring occasionally, until potatoes are tender, 8 to 10 \u00adminutes. Stir in remaining cauliflower, return to simmer, and cook, uncovered, until cauliflower is tender, about 5 minutes. Adjust consistency with extra hot broth as needed.<\/p>\n<p>Off heat, stir in lemon juice and season with salt and pepper to taste. Top individual portions with panko mixture and fennel fronds. Serve with lemon wedges. (Topping can be stored in airtight container at room temperature for up to 3 days.
