Heat 1 tablespoon oil in skillet over high heat until just smoking.<\/p>\n<p>Add half of scallops in single layer and cook, without moving, until well browned, 1\u00bd to 2 \u00adminutes. Flip and cook until sides are firm and centers are opaque, 30 to 90 seconds (remove scallops as they finish cooking).<\/p>\n<p>Transfer scallops to plate and tent with aluminum foil. Wipe out skillet with paper towels and repeat with 1 tablespoon oil and remaining scallops.<\/p>\n<p>Whisk shallot, lemon zest and juice, mustard, remaining \u00bc \u00adteaspoon salt, and remaining \u00bc teaspoon pepper together in large bowl. While whisking constantly, slowly drizzle in remaining 5 tablespoons oil until combined. Add lettuce, sliced fennel, and radishes and toss to combine.<\/p>\n<p>Season with salt and pepper to taste. Divide salad among individual serving dishes, then top with scallops and sprinkle with hazelnuts, tarragon, and fennel fronds.
