Place the olive oil in a large frying pan and saut\u00e9 the fennel until it has softened slightly. Add the salt and pepper, and cook the fennel over medium heat for 10 minutes.<\/p>\n<p>Oil the bottom of a 13 \u00d7 9-inch casserole or other ovenproof dish. Sprinkle 3 tablespoons of the breadcrumbs on the bottom of the dish. Mix the remaining breadcrumbs with the garlic, Pecorino Romano, and parsley. Place a layer of the fennel in the baking dish and top it with some of the breadcrumb mixture. Repeat this process until you have used up all the ingredients.
